Your Rights When Travelling from the UK to Cyprus for Treatment

Important Notice - UK Residents and EU Legislation

Following the United Kingdom's exit from the European Union, EU Directive 2011/24/EU on Cross-Border Healthcare no longer applies to UK residents. UK residents cannot claim reimbursement under the EU Directive framework. The pathways described in this section apply specifically to NHS-based arrangements that remain available to eligible UK residents seeking planned treatment abroad.

Your Options as a UK Resident

UK residents may access planned treatment in Cyprus through one primary NHS pathway, the S2 Scheme, or choose to travel on a private self-pay basis.

The NHS S2 Scheme

The S2 Scheme may allow eligible UK residents to receive planned medical treatment in another EEA country or Switzerland, where the NHS is unable to provide the same treatment within a medically justifiable timeframe.

Key conditions that apply:

• The process must be initiated by a GP or NHS consultant, not by the patient directly. Your clinical team must confirm that the treatment cannot be provided domestically within an acceptable waiting period given your clinical circumstances.
• Prior authorisation from the NHS is required before you travel. Treatment received without prior authorisation will not be covered.
• If your application is approved, the NHS covers treatment costs directly with the overseas provider. You will not pay at the point of treatment.
• The overseas provider must be operating within that country's public healthcare system or be an approved provider under the S2 framework.

The S2 Scheme is not a routine or widely available entitlement. It is granted in specific, documented clinical circumstances. If you believe you may be eligible, speak with your GP or NHS consultant in the first instance.

Private Self-Pay Treatment Abroad

UK residents may choose to access treatment abroad on a private self-pay basis. In this case, no NHS funding, reimbursement, or prior authorisation is involved. You pay the cost of treatment directly to the overseas provider.

This route offers flexibility in provider choice and timing. For many treatments, including orthopaedic surgery, hernia repair using the latest methods, thyroid surgery and I-131 therapy, costs in Cyprus are typically 30-60% lower than UK public and private price lists, without compromising clinical quality. Although you pay privately, the care you receive in Cyprus is still governed by EU patient-safety and quality standards.

Cross-border healthcare arrangements for residents of Northern Ireland may differ from those applicable to other UK residents, particularly in relation to accessing healthcare in the Republic of Ireland. Prior Authorisation - What It Means in Practice

For UK residents pursuing the S2 route, prior authorisation is non-negotiable. Travelling without it means the NHS will not cover your costs.

Prior authorisation is particularly relevant for:

• Hospital-based treatments requiring an overnight stay.
• Highly specialised or complex medical interventions.
• Procedures involving advanced medical infrastructure or technology.
